Under a service agreement with Statistics Lithuania (the Lithuanian Department of Statistics), ProBaltic Consulting provided project management services and public procurement advisory for one of the country’s significant public-sector digitisation projects.
The project
The goal was to enable Lithuanian residents to submit statistical data electronically by moving the department’s population data collection and processing services online. The project created the Electronic Population Statistical Data System covering the full statistical study lifecycle — initiation, execution, results processing, and study management and control.
What we did
ProBaltic Consulting experts supported the department end-to-end on the procurement side of the project: drafting international tender documentation for the information system development and hardware acquisition, participating in the evaluation of submitted bids, and providing ongoing advisory throughout the implementation of the signed service and equipment supply contracts.

In public-sector IT projects, the procurement stage is where budgets and timelines are usually won or lost: tender documentation must be precise enough to attract credible international suppliers and robust enough to survive scrutiny. The result
The project delivered the electronic channel through which residents can submit statistical data remotely — reducing the administrative burden on both citizens and the institution, and replacing a paper-based process with a managed digital workflow.
